Emerging Trump Doctrine Identifies The Continent's Core Issue: A Supposed Shortfall of Racism?

Throughout his initial presidency, commentators frequently advised that the former president's remarks should be taken seriously instead of word for word. Yet, real-world experience indicate that that formula may have reversed the logic.

An emergent U.S. National Security Strategy coupled with a series of statements from administration officials, presidential allies, and the former president have sparked what could be one of the most severe challenges for Atlanticism, the security framework that has sustained peace and democracy in Europe since World War II.

From Financial Contributions to Civilizational Fear

While The initial complaint focused on Europe's perceived refusal to pay for its own defense, his rhetoric has now evolved into a far more alarming perspective.

Colored by racial prejudice and a staggering contempt for Europe's governing bodies and officials, he has spoken about the risk of societal collapse on a continent he has rarely visited and mostly seen from a distance.

A conspiratorial worldview, which has shaped contentious U.S. immigration and law enforcement approaches, now appears to be shaping the administration's understanding of Europe.

A Xenophobic Thesis

From this vantage point, migration from developing nations causes a weakening of European countries, rendering them "weak" under "stupid" leaders and setting the stage for their demise. This is an openly xenophobic ideology, with the president's allies explicitly endorsing far-right movements across Europe.

While the broader theme of Trump's racial rhetoric is not new, its meaning for European security are essential to grasp.

In the view of the president and his Maga acolytes—a group that includes billionaire Elon Musk, who has called for the breakup of the European Union—all politics is inherently transactional. However, whereas he once claimed was about financial fairness, the new claim is that a declining Europe is undeserving due to its shift toward diversity.

Weakening from Within

In his interview, Trump himself connects these dots in a kind of wish-fulfillment exercise. He concedes that the Kremlin desires a weak Europe. Trump proclaims Europe to be weak, and by publicly highlighting the fissures between the transatlantic alliance, he inadvertently aids Putin by further weakening European unity—all while denying any responsibility.

All of this is unfolding at perhaps the most consequential moment for Europe since WWII, with a devastating war in Ukraine and rising provocations elsewhere on the continent.

As European nations cleaves ever tighter to Ukraine amid persistent threats of American abandonment, the peril is that Trump has rationalized a rationale for not listening to European leaders.

The European Response

This situation requires a firm reaction from capitals across Europe. Although certain leaders, such as German Chancellor Friedrich Merz, have been blunt in their pushback, including British officials—have continued with a policy of seeking to placate the White House.

Recently, the UK government refused to criticize Trump's comments about Europe or his renewed attack on the mayor of London.

They said, "The Prime Minister has a strong relationship with the U.S. president and a good working relationship with the London mayor, and is focused on cooperating with each to achieve stronger results for the British public."

The undeniable truth is that the president intends what he says and repeats what he means consistently. It is past time to stop pretending that things are different.
